Not sure of the actual age, its old enough that there is no date on instructions or anything (edit: looks like its a 1982)
the box has been opened, however it has NEVER BEEN MOUNTED, essentially brand new,

Im not too familiar with steering wheels, ive always just had a stock one, im assuming the peice bolted on the back is the hub? its unkown what its for or what it will fit, but it will come with the wheel

grant is a huge company now so yes they are sold at orielly etc. doesnt mean there cheap grant has been around forever making good stuff in nardi territory (even though they still make some cheapys) free bump for you sir
