Have you tried cranking it by hand with the spark plugs (not that it matters) out? If you can't even hand crank it with no plugs then something is messed up internally.

"when i turn the motor over by hand while connecting the starter and it still doesnt crank it even though i can hear the starter whine, so i know its not in a bind"

Check if fuel lines are reversed

check grounds

Check if all clips are plugged on right

Since you did a rebuild, maybe timing?
