Off ruins paint?

Does anyone know about Off insect repellent damaging paint? The other day I was spraying myself down with Off cause I live right next to a mosquito infested ditch, and the wind kinda carried the mist over to my car and left all these spots on the hood and fender. I washed the car and even used windex on that area and still can't get em off. Is there any hardcore cleaner or solution to this?

P.S. my car is a mix of mostly primer and some paint with no clearcoat.

I use 600 grit soapy wet sand paper to get all blemishes & bug tar out...I have clear coat though and white paint.
