definitely sounds like an open or shorted wire. A quick way to check is to verify the wires that go into the source that causes the fuse blow out. Take a test light and tap it at the source of the voltage, and then at the end of the wire. That way you know if that wire is complete or not. Then, if you get a source voltage but not a final voltage, you can work your way down the wire and see.
