Funky interior wiring issue

Ok i just picked up a 95 zenki monday and everything on it is great but here's the problem.
when you turn the key to accessory mode the radio, wipers, center console lights and the cig lighter all work but when I turn the car on they may work for about a minute or so and then not work until i turn the car completely off again or they just won't work at all.

I've gone through a lot of the wiring behind and under the dash and nothing seems out of wack and all fuses are good.

thinking maybe a remote wire for something is screwing everything up?

just trying to see if anyone has had a similar problem and where the next best place to start looking will be.

If anything is aftermarket unplug it. I'll bet it stops doing it

That fuse powers the emergency flashers, as well as the interior lights. It is one of two from the factory that always supplies power, even without the key on. Fuse 10 is empty from the factory, but I have it powering my radio and 12v 'American style' silver socket.
