1) In CA, this car could only be registered for "Off Road Use" only regardless of state of the title (depending on county in CA, ofcourse)

2) In the second sentence, he states "clean title"

I think he is more trying to cover his ass for states that are fairly stringent in regards to both emissions and vehicle inspection and not necessarily that the vehicle has no title.

Interesting, when it was first posted I scrutinized it for mention of the title and the only reference I saw was the off-road use only comment - which in my state would mean there is not a clean title. I'm ignorant of why a clean title car would be sold for off-road use but I know little of title transfers in California.
