Missed this earlier, but wholly inaccurate.

The letter referenced by the OP was actually sent by some trolling attorney trying to drum up business on behalf of Nissan. NNA was not involved, and has a good relationship with NICOclub.

www.nissanservicemanual.com and www.infinitiservicemanual.com are up and functioning last I checked.
