Fuel pump relay output signal not working

My sr20's fuel pump relay output isnt working, so the fuel pump doesnt turn on. its the black purple wire. there is power to the ecu though, what might the problem be?

Ground the wire, does the pump turn on? If so, the ECU's output is dead.

And it's black/pink.

well we tested the fuel pump relay by hardwiring it somehow, and i heard the fuel pump. also i tested my ecu on my friends s13 sr20 and it fires right up, held idle, and revs to redline. oh yea, this happened when i had to replace my whole upper harness, then there was a small short and the EGI fuse blew, so i replaced that and still nothing.
