You mean the blower, right? You have the same problem wherther it is the AC or heat?

Then, yeah, its probably that resistor chip thats on the blower (or at least it is attached to the blower on the s14, i would assume its in the same on an s13), because on full power it is bypassed and on lower powers it is used to drop the current to the motor.

S13 resistor is a 4prong unit mounted in the front of the evaporator case, right behind the glovebox.

I think you should be able to get access to it if you just remove the glove compartment.

Ouch, I could have sold you one for $20. Still, nothing better than a brand new one, so for the price it's decent.

I have a similar problem, but I don't get any response from the blower even at setting #4. However, if I turn the knob to anything but off the engine does start to load up as if it expects to have to work harder to run the HVAC.

Even though I have no response from the blower motor at any setting would this still be the resistor?

Also, the AC button does the same, the engine idles faster, but the AC unit never actually comes on and the blower stays off.

Check the motor first. The signal to the compressor is not related to the blower motor, and the motor plug is easy to get to without removing anything. Check it for power and ground, if it's good then move on to the resistor.
