First of all there are things worse than a rusted radiator, ie. hemmroids and a blown engine. But to the problem at hand. There are shops that specialize in radiators. They would be the best ones to recondition the radiator. Now, maybe I'm being too sensitive about this, but I had a head gasket blow on my honda civic because the thermostat stuck closed. One possible cause for that would have been a dirty coolant system. Try to find a better radiator, unless you have exagerated the rusty condition-- If it is just slightly brown thats different than rusty in my opinion.
