can someone tell me what is HICAS for S13? Is it possible that i can lower the car if it has HICAS on it? hope someone can help me. >_<

Super Hicas is basically 4 wheel steering.  When you go into a turn at high speeds the back wheels will angle slightly for better handling on that turn.  As far as lowering your car I dont think you'll have a problem.
