speedometer not working

Hello,

I just picked up my S13 and my speedometer works sometimes. When the car is stopped the speedometer would be up to like 60mph or higher. COuld it be the speed sensor ?

its either the speed sensor or the guage cluster itself.

So it could be the whole gauge cluster? because one day it worked for a little bit then when i stopped the car and started it again it wasnt working.

No, just the speedo unit. You could just swap out the entire unit for one from the junkyard. S13 speedos are known to go bad after 150k mi.
