SR20 Fuel Problem. Very strange(long post)

Alright, im going to try to describe whats happening the best that i can.

My car isnt getting enough fuel, it will bearly hold an idle and it keeps misfiring. AFRs are like 18:1.

Heres what happened/ what ive checked out so far. The other day on my way home, i noticed that my brake light was on and i could here this clicking noise. Like going crazy. After checking under my dash i determind that it was my CHECK BULB RELAY that was going crazy. (clicking on and off very very fast, this relay turns on the brake light when you first start your car to make sure its working) I replaced the relay and it didnt help it. So obvisiously the problem isnt the relay but what ever is triggering the relay. This might have something do to with the fuel, but i checked the fsm's and couldnt possible see how.

Secondly, now my car is hard to start. I have to jumpstart it to get it to run now. I checked the volts on my new optima battery, 10 volts. I went
checked my batter to see if the alternater was charging it. I was getting about 11.5-12.5 volts at the battery. So the alternater is charging, just not very well.

I made sure that i heard the fuel pump come on with i turn on the ignition. But i checked the voltage at the fuel pump at its showing about 6.5 volts. that seems kind of low.

My car will rev up, and the afrs are around 14 or so, when its not underload. some times it will stumble and miss. I havent tried driving it yet.

I think for what ever reason, im not getting enough voltage to my fuelpump and im not having adequate fuel pressure.

Would a bad alternate effect the fuel pump? does the fact that that relay keep comming off and on might have something to do with the poor charging.

I dont know where to start. thanks for any advice
