Clutch Problem

Ok, my friend owns a '94 Celica ST and he's having this problem. It sounds like a problem with the clutch so I figure you guys should be able to figure it out anyway. I haven't ridden in the car with him checked out what's going on yet, but this is how he described the problem:

When he starts from a stop he says that the car is bogging down and he has to give it a bit of gas to keep it from stalling so he can get going.. he says he has to rev it to about 2k+. This made me think maybe his clutch was slipping if it wasn't catching right away, but he says that he's had no problems in other gears.. that the clutch is catching just fine through acceleration and doesn't slip at all at high RPM. He's pretty sure that he just needs to tighten the clutch cable, but I'm unsure. Exactly what does tightening the clutch cable do?

If the clutch cable is the problem then wouldn't the clutch be slipping a lot while he shifts cause it can't lift lift off the flywheel all the way? So wouldn't he notice grinding too? I'm not sure about any of this, I need some help here.
