S14 AC compressor help (not coming on, its hawt!)

I put in a used S14 engine with a compressor that I'm not sure of the history. The engine runs strong and I just installed the low side AC hose and put some freon in.

With the blower on, I click the AC button and it glows green but the clutch stays still and the air stays hot as hell. I push against the valve and fluid blows out so I believe there is a good amount of freon in there and that the low pressure safety switch would allow it to kick on.

I measured the voltage at the single wire coming to the compressor and its around 0.15 volts regardless of the AC switch on or off. I did notice a 4 wire plug coming off an AC related metal cylinder on the passenger side near the battery, that doesn't go to anything. Is this hooked up in the KA?
