hks ssqv3 question

hey i recently picked up a bnib ssqv3 and i noticed it wasnt as loud and i got a lil bit of compressor surge at low amounts of throttle . i decided to take a closer look at it and noticed that the silver ring inside would spin when the bov opens. i was wondering if this was normal for the v3? i havent put a boost leak tester on it but car spools alot faster and builds boost instantly now since replacing my old leaky ssqv. heres a vid showing whats goin on.

i had the same problem w my bov not opening right
at the end it was the bov itself that was messed up
i figured this out by pushing the ring manually with a screw driver and pushing it all the way down, mine didnt go ALL the way down and my friends did so i swapped mine.
no problems after that
try that to see if it goes all the way down

hmm would it be possible to take the ring all the way out or would it not hold boost at all?

thats weird with a pull type bov. My v1 and v2 would open at any amount of boost. it is probably a faulty bov.
