Unhappy whinning and smoking

I have a whining sound coming near the air intake manifold and a little bit of smoke is coming from that area. The high pitch sound dies off 3-4k rpm in 2nd gear and everything else seems fine. I do idle around 700 -900 rpm and my car is about 180k miles. I tightened my alternator belt and other belts seem fine any ideas?
