fuel pressure reg cleaning

Can you clean a fuel pressure regulator? or when there done there done? I have a Aeromotive reg and the screw is almost completly flush and is only reading at 22psi. Thinking it might be cloggged. The car runs fine but has trouble starting and idles at 1500rpm, could that be the fpr? This setting been like this since I bought the car in February...but then this happend yesterday(see question 2)

question 2: My tuner pinched the fuel hose that leads to the fpr to see if the fpr was working properly which in turn flooded the fuel system. Now the car runs idles very rough and when engaging first gear it shutters until i get into higher rpms. Now it blows ALOT of white smoke from the exhaust and smells like fuel. Im thinking fuel got in the spark plugs, going to pull them and see. What do you guys think?
