S14 no injector spray but has pulse

Alright guys I bought a s14 shell and put and engine in it and I can't get it to start so I've narrowed it down to no fuel. So I put a noid light and hair has the correct pulse. So hooked up the fuel rail and can hear the injectors clicking but still no spray so got a whole new rail and injectors got it all hooked up same thing. And yes I have made sure not to switch the fuel lines. And there is fuel going into the rail but not coming out.
So at this point all I can think of is weak fuel pump/clogged fuel line?
Any suggestions?

Check voltage to pump or if its even working
Best to just rewire it

The pump works and I am going to check the voltage and fuel pressure after work.

okay so pump has 12 volts and fuel pressure is right around 45-50 so anyone got anything
