Stumbles and bog during WOT.

I have an issue were the car with drive and boost fine if i slowly press the throttle down until WOT but if i just got full WOT it will immediately bog and hesitate throughout the rpm and the boost jumps around sometimes spiking higher than set (Tru boost set the 13psi). The strangest part though is that it does do it all the time, i recently recirculated the BOV and got a new intake setup and that seemed to help but it still does it. It feels like the engine is dumping to much fuel in, no wideband yet so not sure. I just want some tips of what to check Thanks. (new cts, plugs gapped .28 1 stage colder, did blt)
