RB 13 rb20det power cut out problem

hi guys having a weird issue with my rb20det. first ill explain my set up, i have a rb20det in a 89 240sx hatch, full 3" exhaust, FMIC, 255 fuel pump, new yellow jacket coils, new j30 ignitor, new maf, new fuel filter, and a few other basic things Manual boost controller, and adjustable FPR set at 38psi.

now to the problem i kept having an issue of the car running rich, it would have a miss at idle and when i hit boost it would sputter real bad but if you stayed in it it would keep pulling just a major power loss.
ive changed and gapped the plugs (0.8)
and i re-timmed it, i ended up advancing the timing and the high rpm sputter went away and pulls awesome!
i still have the miss at idle/low rpm. but now at WOT after a few seconds it just cuts out completely like rev limiter but i dont think that what it is only getting to around 6000-7500 maybe!, let off the gas and it goes back to normal, and i can get on it again till it happens again.
im lost on what it is.

oh and i keep getting a code 21 and i did all the checks per the FSM and all checked out ok.
i was told the code could be from the ignitor because when i repined my plugs for the j30 i wired it wrong the first time and it got warm from turning the car over (didnt start) repined it and started right up. but has the miss and code 21.

if you have any ideas that i could try that would be awesome
