lighting question

[S13 nerd]

alright so ive had the headlight problem ive been readion about on my s13, did all the cleaning for the steering colum switch, checked and replaced fuses for headlamps, changed bulbs, and i still wasnt getting headlights. so i started checking continuity in the head light harness and started with the right since it went out first. i got continuity in that harness but the top part of the plug? so i tried to pull the plug where it connects to the main harness and it felt like it was shorted together and could not get it apart. i tried the left light just being curious and got no continuity. now could the right harness mess up the left or vice versa, and should i just change out both lines to the lamps?
