EDM headlight adjustment issues

Ok so I picked up two sets of EDM glass zenki headlights with adjustment switches. I wired everything up according to the UK FSM and can't get the adjuster motor to work. I've checked voltage coming out of the switch and the switch is good and working properly but the motors still don't adjust the headlights. Has anyone else had this problem at all? I also wired them directly to the battery to make sure I'm getting power. Still nothing. And I tried each headlight individually, and I have a hard time believing that all four motors are bad.

Help!! Lol, I want my adjustment knob to make the headlights work!!!
