KA SAFC on KA not working

I am installing a SAFC in my s13. As of right now i have pulled the engine and tranny and i am waiting patiently for my clutch to come in. I figured i would try hooking up the safc while i wait. Yesterday i got everything spliced in place. I soldered all connections and followed the diagrams perfectly. I used the world n3-b diagram to hook up the safc as said on apexi's website. I have gone back and re-soldered the 2 grounds and power wires and i still cannot get the thing to turn on. I was told that the safc would still turn on even if there is not engine in the car. today i have gone back and taken apart the solders for the 2 grounds and power wire. I snipped off the ends with all the solder on them and went to the hardwares store and baught wire taps. I used wire taps to tap the ecu and i still cannot get it to turn on. Yes the battery is in place and my headlights and other accessories turn on. I took a voltmeter to all the connections i made with the wire taps and they all read .6-1 volt. I know im not a master electrician but i thought i could at least solder correctly. Anything helps i dont want to have to tow my car somewhere to have them hook up a few wires. Ive come too far to give up now. If pics of my cluster ----- would help lmk.
