i have a 92 s13.. its an auto.. everything is fine but when i put it in neutral and i rev it up past 1.5 its lags on its way back down exactly at 1.5 once it hits that point it lags but goes down steadily..doesnt matter if i rev up to 6 or up to 2 its always at that point

That is normal, it is the iacv keeping the car from stalling.

but on my other coupe it wasnt like that? it juss went down a lil under .8 but went back up and juss idled fine.. is it cause i have a auto?
