Cold start/idle problems

Hey guys,
I've searched about this but noone seems to have had this problem before. Ever.

I have a 95, and it just started having problems this winter. Once the temp drops below 20, the car will start but it takes some gas for a few seconds just after starting to keep it from dying. Once the temp is below zero, the car will crank fine but refuses to catch.

When the engine is warm but it is cold outside, the car idles around 500 rpm once I let off the gas, which causes the heater blower to slow down. It has never died like that but I am afraid it might one day. Could this be the idle control valve? How do you clean it?

I know the cold start problem can't be the idle control valve, because even with the throttle valve wide open it still won't start on extremely cold days. Maybe a sensor? I checked the plugs, there is a bit of white deposit on the tip, and black deposit around the tip, but mostly the plugs are clean.

If anyone thinks of something let me know, no cash to take it to a mechanic
